Senate Republicans Back President's Proposal to Overhaul Affordable Care Act

US senators are working through the weekend for the first time since the government shutdown began more than a month ago, but expectations for a cross-party deal on how to end the standoff appeared to diminish as Republican senators proposed a plan unacceptable to Democrats: scrapping the ACA, called Obamacare.

Deepening Consequences of Federal Closure

The impact on Americans from the lengthiest shutdown of the US government in history worsened on Saturday, as federal workers went unpaid, airlines were compelled to ground planes and SNAP benefits have been delayed for 42 million Americans.

Trump's Plan from Golf Course

As weekend meeting got under way, GOP senators embraced a proposal made on online platforms early Saturday by Donald Trump from his golf course in West Palm Beach, for government payments to be substituted by HSA-style accounts.

"I am recommending to Senate Republicans that the Billions of Dollars currently being sent to money sucking Insurance Companies in order to save the bad Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.

Republican Support

Multiple Republican senators praised the proposal, which is similar to a replacement for Obamacare put forward in 2017.

"We will replace this broken system with something that is actually better for the patient," one senator said.

Another senator praised Trump's proposal on social media, and displayed a giant blow-up of Trump's post as he spoke on the Senate floor.

"I am drafting the bill right now," a third senator posted in reply to Trump's proposal. "We need to stop public funds from going to insurance companies and instead give it directly to Americans in health savings accounts and let them buy the medical coverage they want."

Opposition Reaction

Opposition senators shared concerned reactions to Trump's proposal.

"In other words, Donald Trump's 'concept of a plan' for health care is yet another cynical attempt to eliminate Obamacare," one Democratic senator stated. "This is the same failed Republican plan that's been defeated by the public and Congress."

Another lawmaker reacted to the censure of carriers by writing: "Well, Trump and the Republicans can't stand how the big, bad insurance companies are overcharging Americans. Seriously? Then I welcome your support for universal healthcare."

Ongoing Negotiations

The Senate went into recess without finding a resolution, but Senate Republican leaders have signaled an openness to an emerging proposal from a small group of centrist lawmakers to end the closure in return for a later vote on the ACA subsidies.

One Democratic senator, who is spearheading the negotiations among centrists, said that Democrats "need another path forward" after Republicans rejected an proposal to reopen the government and extend the subsidies for a year.

Another leading Democratic senator continued in maintaining that Republicans should agree to a one-year extension of the payments before negotiating the future of the tax credits.

"Doing nothing is derelict because citizens will go into debt, people will lose insurance, people will get more ill," the senator said in a floor speech. "That is what will happen if this Congress fails to act."

Partisan Situation

None of the Republican senators seemed to grapple with the fact that consumers would still need to buy coverage from the same carriers, or that Republican legislators need the backing of several Democrats to restart the government, and the concept of eliminating and substituting Obamacare with savings accounts is improbable to earn a single Democratic vote.

Some observers suggested that the core of such a plan would eliminate the ACA's mandate that insurance companies cover patients with pre-existing conditions.

After his resort visit, Trump went back to his residence and doubled down on his demand that Republicans stop seeking compromise and try instead to eliminate and replace Obamacare with a version of the proposal that was unsuccessful to secure enough support in 2017.
