π Share this article The Failure of the 28-Point Peace Proposal for Ukraine: How Diplomatic Efforts Continue to Stumble Europe felt a moment of respite on Monday, as the diplomatic emergency sparked by the presentation of a new 28-article proposal for resolving the conflict appeared β briefly β to have been stabilised. A Washington representative spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its response: a renewed assault of rocket attacks on Kyiv. The Cycle of Diplomacy and Destruction The succession of contrasting events captured the harsh reality of the current period. By day, diplomatic battles are fought: positive announcements are delivered from multiple capitals. Considerable effort is allocated on containing certain initiatives. By night, the Kremlin forcefully demonstrates the world that, for them, military action persists as the primary tool for achieving "settlement". Nighttime Reality As the offensive unfolded into the early hours of Tuesday, the present situation of Ukraine's vulnerability was exposed. Ukraine is capable of detecting rocket firings from across the border, a ability provided through up-to-date information. From vantage locations, military aircraft that had been dispatched to engage hostile guided weapons roared overhead β modern combat jets supplied to Ukraine by European allies. Shortly after, Kyiv's air-defence systems thundered: several firings fired to intercept a Russian ballistic missile. This was a sophisticated defense system at work, probably delivered by allied countries. Every deployment jolts you unexpectedly, shaking the windows. The instant of fear quickly gives way to resigned acknowledgment: maybe the hostile projectile won't strike its target this time, protecting urban areas from catastrophe and additional electricity failures. Continuous Dangers Not long after, a heavy machine gun fired at a unmanned aircraft close by, part of a mobile-fire group β almost certainly allied-provided weaponry. Sadly, the projectiles didn't strike the opposing UAV β it maintained course toward its target. Periodically, this carried on until dawn. Kyiv faced the daybreak reports: several casualties, devastation and infrastructure problems in numerous residences as a result of the evening attack. As customarily, everyone still maintained normal activities β living the war. But those full day illustrated Ukraine's vital need on international aid β a need that regional partners are demonstrably unable to substitute in the near term. Ineffective Peace Efforts The comprehensive proposal from US administration provoked deep reactions, debate and deep concern β and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and bilateral conferences. Every new proposal from Washington adheres to the same pattern: a political offensive against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They manage the tension but never actually secure success. This cycle will, no doubt, continue. Political Considerations It is tempting to accuse certain parties of repeatedly advocating Russian terms. But that does not seem to be the entire situation. American leadership operates on a principle familiar among international relations experts: you cannot secure via talks what you have failed to defend militarily. The US administration presumes that it is unfeasible to force Russia to abandon the areas that it already controls in Ukraine's southern or eastern regions. The issue is that while recognising this factual reality, American administration does little to discourage Russia, through words or deeds, from thinking that the status quo will not change more in its benefit in the months ahead. Conflicting Perspectives Therefore, Russian leadership is convinced that duration works to their advantage β that Ukraine and its allies are coming close to fatigue. Their incentive to agree to terms that does not give them the largest achievable advantage is almost completely absent. There may be numerous efforts to stop fighting, but they will continue as long as Russia's government remains completely certain in the result. On the contrary, Kyiv believes that Ukraine can still hold out, gradually sacrificing civilians and areas but averting a complete military breakdown until situations evolve in its benefit. Existing Situation Objectively, there are no actual prerequisites for a truce. Now, subjective factors are entering the equation: personal goals to broker a ceasefire and secure international recognition, and the government's twin challenges β on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the national cause against any initiative Kyiv finds unworkable, so that their priority does not move to internal issues. And although their task will now be significantly challenging after current events, it remains highly unlikely that this will modify their basic position. These opposing factors are guiding negotiations. Assessment and Future It took a only one week to kill the proposed articles of the current initiative. Forceful and unpredictable management of the matter by American leadership, resistance by Ukraine and the remaining European nations, along with calming attempts of negotiators, and finally, recent disclosures, all did their job. While new plans based on old ideas are approaching, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are based on Russian demands and demonstrate certain reluctance to modify developments, if they maintain solidarity and enhance their military capacity at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the foreseeable future, primarily depend on ongoing international assistance.
